Solution:
a) Buy 8 Free 1 (Total 9 packets) -> 5 x 8 = 40
10 – 9 = 1 (Need 1 more packet)
$40 + $5 = $45
He will spend $45 on 10 packets of sweets.
b) $23 ÷ $5 = 4 R $3
He can only buy 4 packets of sweets with $23.
